CARB Proposes Amendments to Alternative Fuel Conversion Certification Procedures for New and In-use NGVs

50% conversion planned for cities with population over 1 million
Russian Prime Minister Dmitry Anatolyevich Medvedev on 13th May signed a decree prepared by the Ministry of Energy of Russia that will change the face of transportation in his country. The decree includes an order to “develop a set of legal, economic and organizational measures of the state to support the production, release into circulation and trafficking in motor vehicles and agricultural equipment to natural gas, creating traffic fueling and service infrastructure, statistical systems and technical regulation for natural gas as a motor fuel”. California Continues Funding for NGV Projects
The California Energy Commission has approved funding for a number of projects that will support increased numbers of cleaner, alternative fuel vehicles on California roadways, thereby helping the state meet its climate change goals. The awards were made through the Commission’s Alternative and Renewable Fuel and Vehicle Technology (ARFVT) Program, created by Assembly Bill 118. 2013-2014 funding priorities have also been set, with both programs including support for natural gas vehicle projects. Nigerian Gas Project Anchors CNG as Alternative Fuel
Borkir International Company limited, a member of the Dangote Group of Companies, has signed a 20 year sales and purchase agreement with the Nigeria Gas Company Limited (NGC) to supply and distribute compressed natural gas (CNG) as an alternative fuel for transportation in Nigeria, reports This Day Live. Obama Energy Blueprint Promotes Natural Gas for Nation’s Trucking Fleet
Late last week, U.S. President Barack Obama delivered his second-term energy blueprint, reiterating his commitment to a sustained energy strategy, and urged Congress to take up common-sense proposals that will further reduce his country’s dependence on oil, better protect consumers from spikes in gas prices, and reduce pollution. Italian Alt-Fuel Incentives Start March 2013
Italian alternative-fuel vehicle buyers will qualify for government incentives as from March 14, including buyers of dedicated and bi-fuel natural gas vehicles (NGVs), for qualifying vehicles. The upper CO2 emissions limit has been set at 120 g/km, with the amount of incentive being defined within emission level bands. Vehicles can not have been previously registered. Read more »
Philippine Government Passes Incentives to Stimulate Alt-Fuel Vehicle Uptake
At the end of January 2013, the Philippine Senate passed Senate Bill No. 2856 entitled An Act Providing Incentives for the Manufacture, Assembly, Conversion and Importation of Electric, Hybrid and other Alternative Fuel Vehicles, and for Other Purposes. ENOC signs MoU with Dubai Municipality
Emirates Gas LLC (EMGAS), a subsidiary of Emirates National Oil Company (ENOC), has signed a Memorandum of Understanding (MoU) with Dubai Municipality to treat land and sewage waste to generate Compressed Natural Gas (CNG). EMGAS is now setting up an advanced facility to convert waste to biomethane, from what is currently being flared, and then compress it into CNG that will be used as an automotive green fuel. The European Commission has launched an ambitious package of measures to ensure the build-up of alternative fuel stations across Europe with common standards for their design and use. Compressed Natural Gas (CNG) and Liquefied Natural Gas (LNG), the latter for refuelling heavy duty vehicles and marine vessels, are included. Policy initiatives so far have mostly addressed the actual fuels and vehicles, without considering fuels distribution. Efforts to provide incentives have been uncoordinated and insufficient. Audi e-gas Production to Begin Early 2013
Audi, the first carmaker to build a production plant for sustainable fuels, has celebrated its e-gas plant in Werlte, Germany with a topping-out ceremony. Its end products will be hydrogen and synthetic Audi e-gas, to be used as climate-friendly fuel for vehicles such as the new Audi A3 Sportback TCNG. e-gas production will begin in early 2013 and feeding into the public natural-gas network in summer 2013. Utrecht University – NL Agency Survey Highlights Alt-Fuel Choices for Netherlands Governments
In the Netherlands, the electric car (EV) and a ‘green gas’ biomethane-powered car are equally valued by government agencies, above the car with regular combustion engine. Moreover, these agencies are willing to pay extra for a car on alternative fuel. These are the findings of research carried out by a Research Master at Utrecht University on behalf of NL Agency, part of the Ministry of Economic Affairs, Agriculture and Innovation. The study looked at the preferences of Dutch municipalities, provinces and water boards in the purchase of durable (service) vehicles.
