Natural Gas Vehicle (NGV) market to be developed in the Emirate of Abu Dhabi, United Arab Emirates
Call for expressions of interest in participating in this exciting new project.
Adnoc Distribution has commenced a major project to introduce a natural
gas distribution system in the Emirate of Abu Dhabi, thus bringing the
benefits of natural gas to the wider community.
As part of this project, the Government of Abu Dhabi fully supports the
expansion of the Natural Gas Vehicle (NGV) market beyond a recently
commissioned CNG pilot project. The intention is to expand the market
by further installing an initial 10-12 NGV refuelling facilities in
2006 on existing Adnoc Distribution service stations. These initial
installations will form a basic infrastructure to supply vehicles
throughout the Emirate and will drive forward further substantial
expansion.
Adnoc Distribution are seeking suitably qualified contractors to provide:
- Compression and dispensing facilities, and
- Vehicle conversion services.
Adnoc Distribution is seeking companies with a strong track record in
the design, supply, installation and after sales maintenance of gas
fuelling and vehicle conversion services. Successful companies will be
chosen from a formal tendering process to be completed by the end of
September 2005.

Scope of work – NGV refuelling equipment turnkey supplier
ADNOC is looking to sign a turnkey contract for the design, supply,
installation and ongoing repairs and maintenance services for the
compression and other related equipment for the initial 10-12 NGV
refuelling stations in the United Arab Emirates.
ADNOC will arrange for the supply of gas and electricity to each of the
sites, and for the required civil engineering (as agreed with the
successful contractor) to accommodate the NGV refuelling facilities.
High pressure (15+ bar) gas supplies will be available to the majority
of the sites, but a small number will be supplied from the new 4 bar
system. Minimum hourly flows of approximately 600 m3 served will be
required from those stations served from the 4 bar system.
The supplier will be required to design, supply, install and maintain
all the components required downstream of the incoming gas and
electricity supplies. Initially 2 double dispensers will be required
for each site. High flow dispensers will be needed from some of the
sites to serve buses and trucks. ADNOC station operatives will be
responsible for the day to day operation of the equipment.
All equipment and materials will be designed, installed and operated
under appropriate and recognised standards and regulations to ensure
the highest levels of safety and environmental performance.

1. Worldwide turnover and net profit data for 2002, 2003 and 2004
2. Number and size of CNG stations supplied for 2002, 2003 and 2004 – split by country
3. Number and size of CNG stations installed and maintained for 2002, 2003 and 2004 – split by country
4. Legal presence in UAE or Abu Dhabi – with or without local agent
5. Range of equipment available, complete with technical specifications
6. Number of specialized personnel, complete with qualifications
Scope of work – turnkey conversion workshop operators
ADNOC are looking to contract with initially 4 CNG conversion operators
each with the capability of converting 4-5 vehicles per day, 6 days a
week. Space will be made available for rent on key service stations
strategically located in Abu Dhabi and Al Ain.
The conversion operators will be responsible for the importation and
installation of equipment (kits and cylinders) that comply with the ISO
15000 series components standards, other internationally recognised
standards and local requirements.
A variety of kits will be required to match local needs – the leading
car brands in Abu Dhabi being Toyota, Nissan, Mercedes, BMW, Chevrolet,
Lexus, Volkswagen and Mitsubishi.
Successful operators will be responsible for all training and
documentation, and for the appointment of an agreed number of suitably
qualified engineers/technicians. They will also be responsible for
fully equipping the workshops, and maintaining agreed levels of
component stocks to ensure timely installations and after sales service
and repairs.
