The focus for the week was the 5th Annual Conference on CNG, hosted by the Czech Gas Association. Held over a day and a half on the 20th and 21st of February, the conference explored prospects for the development and use of CNG in transport. In an opening address, the Czech Deputy Minister for the Environment, Mr Ivo Hlavac, said his Ministry was keen to see increased use of natural gas vehicles in industrial areas of the country to combat pollution.

NGV Global Workshop brings stakeholders up to speed
Canadian compressor manufacturer IMW Industries has played host to three days of meetings at the Vancouver Convention Center to progress draft ISO standards for NGV fuelling stations. Members of ISO PC252 convened for two and half days working on the drafts of ISO WD 16923 (CNG) and ISO WD 16924 (LNG) while NGV Global used half a day of the three day program to host a workshop and forum bringing industry members up to speed on the progress of the standards. The workshop also included a preview of an NGV Global Position Paper on CNG Vehicle and Cylinder Verification. Delegates traveled from as far as New Zealand and the Philippines specifically for the workshop while several experts from North America took the opportunity to take an active role in the development of the standards.
NGV Global Releases Position Paper on Verification at CNG Refuelling – Recommends RFID Systems
NGV Global is recommending RFID systems as a means of verifying CNG vehicles and cylinders at the point of refuelling. The recommendations follow more than 12 months of study on the subject and are outlined in a 66 page Position Paper released by the association this week. The paper arose as a result of discussions with NGV Global’s Technical Committee on means to reduce the incidence of illegal or accidental tampering of CNG cylinders and installations. Executive director, Brett Jarman, says the intent of the paper is to reduce preventable incidents and to stimulate discussion and action within the industry and regulators. ”Our observations of industry incidents causing harm or damage indicated that most were the result of human negligence or interference and could be prevented if sufficient controls were put in place at the point where high pressure CNG fuel is delivered to a vehicle,” said Mr Jarman. “This is the point where a non-compliant vehicle potentially becomes dangerous.”

£420,000 in Funding for UK NGV Projects
Business and Investment Skills program boosts investment in refuelling and recharging stations for green vehicles
Natural gas vehicle projects have garnered the lion’s share of £660,000 match funding from the UKs Department of Business for gas refuelling (£420,000) or electric vehicle charging infrastructure projects (£240,000) in the latest round of support from the Alternative Fuels Infrastructure Grant Programme.The six new projects will install infrastructure to support public and private sector fleets in trialling a wide range of natural gas, bio-gas and electric vehicles including buses, HGVs (heavy goods vehicles), and refuse collection vehicles.

Landi Renzo Buys Baytech – Strengthens Presence in US Market
Italian based Landi Renzo is continuing its buyout program, announcing today that, through its subsidiary Landi Renzo USA Corporation, the company is to acquire 100% of California-based Baytech Corporation. The $15 million purchase comes after the launch of Landi Renzo USA earlier this year. The company said in a press release that the acquisition strengthens its presence in the United States, describing it as ‘one of the most promising markets for the development of natural gas alternative vehicles’. Landi Renzo also recently purchased Italian component manufacturer AEB for 42 million Euros.

Meetings of the International Association for Natural Gas Vehicles (IANGV) in Rome have resulted in several changes to the organisation, coming into effect commencing this week. The changes include the introduction of a ‘brand name’ for the organisation, the establishment of a Board of Directors, the establishment of a General Assembly, and significant amendments to the rules allowing for more flexibility with membership options. Members also voted on the appointment of a Chairman for the organisation, with the role going to Gabriele Gozzi, representing IANGV member NGV System Italia.

Call for experts ISO/PC 252 Working Groups – CNG & LNG Stations for Fuelling Vehicles
The Secretariat for ISO/PC 252, Natural Gas fuelling stations for vehicles has issued a call for experts to participate in two working groups within the Project Committee. The main task for the working groups is to develop two ISO publications based on the New Work Item Proposals submitted by the International Association for Natural Gas Vehicles (IANGV) on Liquefied natural gas (LNG) and Compressed natural gas (CNG) vehicle filling stations. The First Working Group meetings are scheduled on 22 & 23 June 2010 in the Netherlands. These meetings will be held concurrently. Registration for these meetings has to be carried out through your National Standardization Body. P-member countries are requested to nominate (additional) representative expert delegates to participate actively in the work of ISO/PC WG 1 and/or 2. O-members who want to nominate experts are requested to consider changing their membership into P-member. Nominations are requested by May 31st 2010. ISO Approves Natural Gas Fuelling Station Standards Project
Efforts to develop international standards for natural gas fuelling stations have moved one step closer with the International Standards Organisation (ISO) Technical Management Board (TMB) deciding earlier this month to establish a new Project Committee. The decision follows recommendations arising from last month’s preliminary meeting of stakeholders held in Zurich, Switzerland, which agreed with the need for separate standards on compressed natural gas (CNG) and liquefied natural gas (LNG) stations for fuelling vehicles. ISO numbers have yet to be assigned to the standards but drafting is already under way and a first meeting of the Project Committee is planned for the Netherlands on 22nd and 23rd June of 2010.

Conversion kit supplier, Baytech Corporation has obtained Model Year 2010 Environmental Protection Agency (EPA) and California Air Resources Board (CARB) emissions certifications for Baytech’s dedicated (mono-fuel) compressed natural gas (CNG) fueled General Motors full-size vans and pickups. The vans are certified to Nationwide Bin 5 standards, including 0.07 g/mi NOx which is 30% lower than the California SULEV NOx standard. The pickups are certified to California SULEV standards. The CNG vehicles have Full CARB OBDII Approval.
ISO Fuelling Station Standards Progressing
The NGV industry wasted no time at the beginning of this year, getting down to business in the first week in Zurich, Switzerland for a preliminary meeting on the establishment of ISO standards for natural gas fuelling stations for vehicles (including CNG and LNG). The meeting was the continuation of a process initiated by the IANGV, which submitted a New Work Item Proposal (NWIP) to ISO in 2008. After a successful ISO ballot of member nations last year, the ISO Technical Management Board (TMB) approved the Preliminary Meeting, a precursor to final approval of a full project, which is expected at the next TMB meeting this March. Hosted by the Swiss Gas and Water Industry Association, SVGW, the meeting was attended by representatives from as far afield as Argentina, Thailand and Australia.
Tax Extenders Bill Passed in US House of Reps – Senate Next Stop
Efforts to extend Volumetric Excise Tax Credits (VETAC) in the USA beyond the current December 31 deadline have come one step closer to success this week with the House of Representatives passing the “Tax Extenders” Bill (HR4213) on Wednesday. The bill extends the tax credit of 50 cents per gallon of compressed natural gas (CNG) and 50 cents per liquid gallon of liquefied natural gas (LNG) used for vehicle fuel to December 31, 2010.
